Born Joseph Regan December 14, 1927 in Providence, Rhode Island, he was the son of Frank and Rose Regan. He professed his vows on August 15, 1948 and received the name Cyprian. He was ordained on April 28, 1954 by Bishop Cuthbert O’Gara, C.P. From 1955 until 1960 he worked with Black Catholics in New Bern, North Carolina. From 1961 until 1973 he was assigned to the Philippines. In 1961 he was vice-chancellor; 1962 parish priest at Tupi; 1963 until 1965 parish priest at Milbuk; 1966 parish priest at Polomolok; 1966 until 1970 chancellor; 1966 until 1970 Marbel parish priest; 1970 until 1973 vicar general. His blood brothers were Passionists Columkille Regan and Cronan Regan.
