Born John Fox on April 4, 1887 in Brooksville, Kentucky, he was the son of Thomas J. Fox and Julia Hackett Fox. He went to public school in Falmouth, Kentucky. He attended a parish mission by Fathers Alexis and Victor of the eastern province and was inspired to enter the Passionists. He then went to the Passionist Preparatory Seminary, St. Mary’s, Dunkirk, New York. He then entered the Passionist novitiate in Pittsburgh, Pennsylvania and professed his vows on May 4, 1904. He was ordained on June 22, 1911 by Bishop John J. Hennessey of Wichita, Kansas. Father Fox was known as a confessor and preacher of parish missions as well as retreats to sisters and religious. He was assigned to the community in Des Moines, Iowa and other Passionist communities.
