Born William Joseph Steil in Emmetsburg, Iowa on February 1906, he was the son of John J. Steil and Elizabeth McCoy. He attended St. Mary’s Grammar School and High School and then was employed as a stenographer in a local law firm in Emmetsburg. In 1929 he was appointed Deputy County Treasurer of Palo Alto County until 1931 when he decided to enter the Passionist Preparatory Seminary in Normandy, Missouri. He had been inspired by a Passionist mission in Emmetsburg which had been conducted by Father Vincent Ehinger, C.P. and Alexander Kilgour, C.P. He professed his vows July 30, 1933 and received the religious name Gail. He was ordained on May 30, 1942. He died in 1985.
